Health Canada has opened a consultation (November 26, 2025 – January 25, 2026) on a proposal to implement a risk-based regulatory framework for infant foods for special dietary purposes — including infant formula and medical foods for infants. Under the proposal, safety, nutritional adequacy and quality would remain central, while oversight levels would be scaled depending on the complexity and uncertainty of each product. The aim is to maintain rigorous standards while improving access, encouraging innovation, and reducing unnecessary regulatory burdens.
